Wild animals control
 
Just witnessed a fox hiding in grass near bears pit was shot dead in head from close distance and taken away in a plastic bag.
I was surprised the fox did not run away and also why they would kill it.

The bears pit in Bern? And the bear was shot dead or the fox?

The bear killed it, took it away and froze the meat. Since the fox did not run away, I assume it was a mercy killing.

Probably had mange or badly injured and was reported as sick- and the wildlife warden came to get him out of its misery. We had 2 cases here recently- and as much as I love animals, it was for the best as they were in a terrible state and suffering.

It was in Bern. A man with a riffle with optics and silencer killed it. He made a call and filled a form before doing that.
I was surprised, did not expect that, I thought they use special ammunition in order to put animals in sleep.
The fox had all chance to run away, but waited until the man approached within 1 meter. I've got impression the man wanted it to run away as he gave it plenty of time and could kill it without approaching that close.

If a fox allows a human unknown to him to be that close it either needs to be shot since it is ill/wounded, or it needs to be shot since I prefer foxes in rural areas that stay far away from my child.

We had plenty of foxes where we lived in town, but none of them would even consider to let me be close.

As so many things in Switzerland, things can change from C/Kanton to C/K - but here in NE if a resident sees a wild animal which is very sick or injured - they can call the 'garde-faune' - wildlife guard- and they have to come out and asses, trap and then treat or shoot depending on what they find- or shoot on the spot if the animal can't get away. More humane than let them die a slow and painful death, and in the case of mange or other disease, spread it to other wildlife and/or pets, and possible even, people.
