| | Temporary Kitten enclosure.
We are getting two 4-month kittens on Saturday. We are also having a permanent fence installed in our garden to keep them in and the other neighbourhood cats out, but that will likely be after the summer. (Ya, I’m sceptical too).
In the meantime we are looking for something that we can put in a small section of the garden to keep them from wandering off when our backs are turned.
We don’t want a cage ...
Any suggestions or recommendations?

Coop Bau und Hobby has different "Gittern", out of plastic or metall.

Be sure to close the top as well as they can climb fences. Fencing a garden in a cat-proof way is also kind of difficult as you probably need to put a 45° fence extension made of some kind of panel, you could consider building a catio instead or netting a balcony, it's less expensive and you can still leave the litter outside.

I agree, it is impossible to fence cats in, without using a cage. And we are not going to do that.
But my wife is worried, its been 20 years since we last had kittens.
I found some Rabbit wire and mounting thingies at the Landi.

I wouldn't let them out until they're neutered/vaccinated at 5 or 6 months old.

We will not let them out, unsupervised, until they’ve had all their jabs.
At the breeders they have become used to going outdoors. We’ve a lovely garden so we will share it with them, but carefully.

When I moved my last kitty from London to Scotland I used to take her out in the garden on a harness until she got used to her new surroundings. The local vet asked me if she meowed in Cockney lol

Walked her around her new (unfenced) garden for about 2 weeks before letting her go awandering on her own. Took off straight out of the garden of course, but she knew where "home" was now so was soon back again.

The cats will try to grip the topmost part to get on top. A roll (that will rotate when gripped by the claws) doesn't allow that. It'll also keep them from walking on top of the fence. Likewise for birds, squirrels, and whatever else may be a potential nuisance.
Of course the neighbor's cats won't be able to climb it from the other side either.

It can be pretty easily done; my parents-in-law enclosed part of their garden for their cat. Just put some big 7ft supporting posts up and then fastened the sort of wire the OP has to them top and sides. Cat could happily go outside and be safe as fully enclosed.
