At issue is not so much the tax - if the dog came to you free simply state that. More important is ensuring that the dog was properly imported, with all the requisite paperwork in order.

One needs to follow the steps, in the right order, to the letter. Key is official documentation of rabies vaccination, or the paperwork in the special case where the dog was too young to finish rabies vaccination.

I cannot stress enough how very, very important it is to have the right documentation when importing from abroad.

Every dog in Switzerland must be registered in the federal database. Incorrect importation will be obvious when the dog is taken to the vet 10 days later to register him - and the vets who do the registration are mandatory reporters.

The reason I bang on and on about this:

Switzerland takes a very hard line when it comes to rabies. The consequences for importing without proper rabies vaccination, and the official documentation to prove it, can inclulde seizure, an order to return the pup to the country of origin at your expense, quarantine here for many months (disastrous for a young pup, and cost of something like 8K) or, if you cannot return the pup or go through quarantine, sadly the pup could be ordered euthanized.

This is why it is so very, very important to do this right. Too many people are unaware of the rules, ignore the rules, think they are above the rules - and too many puppies have been killed because of their owners ignorance or willful non-compliance.

Yes, in general Switzerland is lax on enforcing many of it's laws. But this is not one of those cases.

Nevermind the "value" of the dog. What about a pet passport? Is the dog chipped? Immunized? Who just gives someone a puppy? Even if the puppy is a gift, you need a paper trail.

I hope you have not already brought this puppy into the country. As you used the word "if" and not "when" it sounds like you are asking questions in advance.

We rescued a dog who is a purebreed with papers. He was at an animal shelter in Germany as his owner died. The rescue charges a fixed price for adoption and that's what we paid and we were given a receipt. Customs was not interested in what we paid, but that all the papers were in order.
