Did you advertise anywhere that she is missing? Maybe you know of this website to report a lost or found pet. I checked and no one has reported findng a bird in your area.

Some people post notices on facebook, or perhaps on the nearest grocery store notice board. You could also ask your neighbours or put a sign in the building. As it has been holidays it is possible your bird has sought shelter on someone else's balcony nearby but the residents are away.

I hope she is returned home safely.

If Tom wants to keep canaries as pets, what's wrong with that? You don't know the size of the enclosure, and for all we know the canaries have the ability to fly freely in the safety of Tom's home.

It's cold outside in Ticino. Here's advice from bird-hub:"Canaries have been known to survive temperatures as cold as 29 degrees Fahrenheit, but it is generally not recommended for a canary to live in an environment that cold. The ideal temperature for a canary is from 65 to 75 degrees Fahrenheit." From flightanimals: "The ideal temperature that is suitable for canaries is between 19-22 degrees Celsius."
Why would you leave the cage outside? Maybe your remaining canaries need to be re-homed. Especially since their situation seems to be fodder for your amusement.
