Last time as BR his performance was pretty dismal. Rather than going in and sweeping out the cobwebs and exposing the incompetence and waste as he had announced, he burnt his energy doing a series of things that in the bigger picture of things were pretty meaningless but that just made him more enemies, with his traditional enemies disliking him even more and even his traditional allies cooling down.
Since then he's become a bit of a liability. He backpedals too much and some of the stuff he says is pretty weak and unconvincing, even to those who support him. In the minaret debate the SVP specifically ordered him to keep his mouth shut.
I believe the SVP is smart enough not to let him go down the BR road again. But he's a useful source of big funding and for that they've got to keep him happy and letting him into parliament is one way to do that while keeping the collateral damage under control.
What the SVP needs most of all is somebody like Ogi to take control. Things were so, er, "different", when he was around,
