Many people seem upset that FIFA isn't aging fair. But it is an organisation set up as a Swiss non-profit club / organisation with no (or few) regulations to adhere to like it would if it was a business. Probably the same status a pigeon racing enthusiast club or allotment society.
So they don't actually seem to be breaking (m)any rules and are just continuing as they have always done old school. It was just under Blatter where it grew to the current behemoth status with all the razzmatazz and global sponsorship deals.

99.9% of their revenues come from offshore. Their employees all pay swiss taxes.
