It's definitely not official SVP policy. Otherwise why would they be opposd to all the other things that might encourage or enable people to have more children such as changes to the systems of health insurance, creches etc.

Why the standing ovation then? They do want SVP/UDC members to out-breed the others, but especially the foreigners (well, everyone knows they breed like rabbits, don't they).

I haven't heard the speech so I can't say. But normally political speeches consist of more than one sentence, even if the press would have you beleive otherwise. So in fact we don't really know what they were applauding.
