Well it looks as if she's pretty much decided to go.
I think she feels that she's got way too many restrictions perhaps somehow indirectly imposed by her brothers and sisters in the Bundeshaus.
Perhaps she found another more efficient way to fight her battles for the country who knows. I hope so for her. She's good and smart and can even sing.

Not a tear in my eyes. A successful political career shouldn't include her bungling escapades in Iran and the botched return of the Libyan hostages. The USA and Israel were not impressed with her pro-dodgy-Arab country stance either. I doubt that Hilary will be sending a card anytime soon.

They considered Calmy-Rey as a "political activist", which was unpopular both in the federal council and her own department.

Which, of course, is correct as she was deeply unpopular among the staff of the foreign ministry, as evidenced by several open letters by former staff and a survey with a dismal result for her.

Her attempts to negotiate between Iran and the US on her own initiative, among other things, greatly annoyed the US and she was heavily criticised for it by Swiss diplomats as well.

She was not very popular in Israel and Turkey either. The reason why Israel and the US care what the Swiss government does is the fact that CH represents the US in Iran, and is host of a large number of mediation attempts internationally. So the shift in the foreign ministry from traditional neutrality and bipartisanship towards clear, partisan positions of Calmy-Rey wasn't welcomed in these countries.

The return of the hostages from Libya was botched by Mr Merz, and the visit to Iran resulted in a commercial treaty. And it is not the job of a Swiss Foreign Minister to be popular with Israel, France, Britain or the USA. Friedrich Traugott Wahlen and Mr Graber were rather unpopular in some world regions but were among the best

Let's add to the considerations above the point that she has been in office for 9 years, and to be in such an office for more than a decade in modern democracies is almost undecent.

I've never liked her very much... as some have already mentioned, she was moving towards a policy of non-neutrality or "active neutrality" as some call it.

It's a bad thing for Vaud and Geneva that she's leaving though. I hope the substitute comes from one of these two cantons, otherwise one of the engines of the country would be under represented.

A) she WILL be replaced by somebody from GE/VD for sure. This is an iron rule in this country. But it is NOT granted that her successor will be Foreign Minister and it is not granted that the Foreign Ministry will be in the hands of somebody from the SP. My favourite for the Foreign Ministry would be Mrs Leuthard, right now Minister of Transports.
B) show was NOT moving away from neutrality, but she pursued an active neutrality in the way of Messrs Friedrich Traugott Wahlen (BGB/SVP) and Pierre Graber (SP) . Both long before her, were in favour of an active foreign policy of Switzerland. Let's never forget that Mr Wahlen is THE man who achieved the independence of Algeria. If you, on board of Air Algérie, approach GVA-apt from the east which is almost usual, the captain on approach to the Lake of Geneva will, in Arabic, French and English explain the importance of Evian for Algeria, and Friedrich Traugott Wahlen is mentioned as one of the creators of independent Algeria, along with Messrs Ahmed Ben Bella and Houari Boumediène (Makhmoud Barkharouba)
-- So that she only tried to get into the footsteps of two of the best Bundesräte CH ever had.

while in political terms, Wahlen was a centrist
and Graber a centre-leaning leftist

but in a far nearer past, Swiss foreign minister was Flavio COTTI, a man who perfectly mastered at least EIGHT different languages, and who in regard to foreign politics was at least as active as Mrs M.C.R.

or look at another one of her predecessors, Mr Max Petitpierre about whom you can find the remark

The Suisse Romande isn't a homogenous region and the greater regions position their candidates for the succession of Calmy-Rey; Maillard for the Arc lemanique and Berset for Fribourg.

A very good question. Interesting also is to know to what extent the "Pays Vaudois 'centrale' et 'nord'" (Lausanne-Yverdon) are opposed to Geneva and the Geneva-oriented Nyon-region.

We had/have relatives in both GE and VD and I still remember 1958. On visit of relatives from TX/USA, our parents went with them to GE where my Godfather took them over for extensive sightseeings during two days. My brother and me were placed at a FR/GE speaking uncle and a FR speaking aunt in Lausanne for the night in between, and folks in GE had almost a fit about it

That Valaisan/Walliser, Fribourgeois/Freiburger and Neuchâtelois are not too happy about the intra-Romandie dominance of the Lake of Geneva region is obvious, not least as once dominant Neuchâtel after WWII lost most of its English language schools business to the LacLéman area. NE only maintained its position to usually have a person in the Federal Government.

In short, in the longer term, the Federal ministries in Switzerland will need to be split and the number of Bundesräte to be increased to 11 or 15 which will be better.
