Actually live pigs not allowed to be kept on a Dar al-Islam territory. There was an ugly story in Iran after revolution, some 300k heads been barn alive. In UAE as well, you can get a pork meat at special sections in supermarkets, but it’s imported, no ways to organize local farm.

While you can't actually raise pork ON the land of Israel, you can build a platform, and raise pork ABOVE the land of Israel. Providing that the pigs don't touch the land itself.

There is always a solution.
Your quote doesn't say anything about not allowing pork on the land, can you find a reliable link about this statement please? According to my haji f-in law it is not a problem, having had pork on their land when he was younger and their is no forbitten rules about trading them either..... According to my own knowledge.

Pig breeding is banned in several Muslim countries including Saudi Arabia, Bahrain, Kuwait, the United Arab Emirates and Libya. In other Arab countries, it's often minority religious groups, notably Christians, who produce hogs.

If a country law is Sharia then there is no pork breeding even for minority.
Christians in Iran can get a game meat, legally hunt, even muslim can hunt for a boar, but then he must sell it to christian.

Authorities are more tolerant on alcohol distilling for minorities own use than on a secret pork.

Pig breeding is allowed and a major revenue source for Muslim Malaysia. It was also the source for the Nipah virus outbreak.

There were also cases of pig heads at Mosques, like this one:
