Skyscraper story for real?

Read in the telegraph there is some insane proposal to build a skyscrapper in an alpine village?

Is there any truth in this, surely/hopefully not...

The project has not been officially presented yet. (I think it's due tomorrow)

AFAIK it's real, but I doubt it will ever happen.
