That's kind of irrelevant, since you were asking "Who would you like to extend this to, apart from couples?". The point is that where you said "all" it clearly isn't all, and clearly doesn't address all inequalities.

Having said that it does seem odd to have three different types of legally recognised unions with varying criteria. HR programmers will be happy about this change.

Which seems slightly tautologous.
I don't think so (tautology). The 2nd version requires a list or similar mentioning all allowed combinations. The first one would automatically include a brother/sister couple unless it contains such an exclusion.
