Do B permit holders have any voting rights in Canton Vaud?

Foreigners have special rights to vote in Canton Vaud in local elections. I do it regularly. You need to have a valid swiss permit for 10 years (type not specified), lived in the Canton for 3 years, and be over 18 years old.

Maybe they'll change their mind if they can vote.

More important is to make sure they can come back in 2 years' time. B permit will have long expired by then.

Based on the posts, I'd guess OP isn't leaving Switzerland but is headed from Zurich to Romandie for a few years. Thus the reason for all the questions about Vaud.
