SVP launch new Free Movement initiative

"The right-wing Swiss People’s Party (SVP) on Tuesday launched a new popular initiative aiming to end Switzerland’s free movement agreement with the EU and give Switzerland full control over immigration.

The initiative ‘For limited immigration’ has been deemed admissible by the Federal Chancellery, reported the Swiss press, allowing campaigners to start gathering signatures in favour of the proposal. They have until July 16th 2019 to get the required 100,000 signatures to push it to a referendum.

The initiative proposes that Switzerland manage its immigration policy unilaterally. If accepted at referendum, the Swiss government would have one year to put an end to the country's free movement agreement with the EU, which currently allows EU citizens to work and live freely in Switzerland, and vice versa.

The government can attempt to end the accord by mutual consent and negotiate with the EU to preserve a raft of other related bilaterals, but if those negotiations fail Switzerland must act unilaterally to end free movement, even if it means renouncing a whole package of agreements, say the initiative's backers.

Devised by the SVP and the group Action for an independent Switzerland (AUNS), the initiative is a backlash against the Swiss government’s 2016 decision not to fully implement a previous SVP-backed initiative, approved by the public in 2014, that called for quotas on EU immigration.

The 2014 vote threw relations between Switzerland and the EU into disarray, since implementing the original text would have contravened the free movement agreement and jeopardized a whole raft of bilateral accords between the two parties.

After nearly three years of discussions, in the end the Swiss government implemented a hugely watered down version in order to save the country’s relationship with the EU, a move that was seen by many as undemocratic and a capitulation to pressure by Brussels.

Writing on the SVP's website, MP Roger Köppel criticized the Swiss government for its “pseudo-solution” and said “we cannot simply ignore a popular decision”.

This second initiative aimed to “end once and for all the principle of free movement of people,” it said.

Given the huge success of Brexit... where everyone except of Boris Johnson finally understands that the U.K. will be screwed, should the Swiss voters really think twice: last time round were the negotiations taken seriously by the EU. If Switzerland will repeat the same bullshit till they can have their cake and eat it might the EU at some point simple say "hard exit" and there you go... I know most Swiss don't understand let alone value how important Europe is for their prosperity, but simply put is the EU more important for CH than vice verses.

I dont think so. The SVP will turn on the usual propaganda machine - that they are trying to stop immigration, because those foreigners are all terrorists, criminals, raise the house prices and steal the local jobs.

That a lot of those jobs would not be there without the bilateral agreements and that all of them would go down the sink with the Schengen treaty won't exactly be explained or featured. The Swiss had like a dozen votes on related topics before and the same strategy has worked multiple times. Why would the Swiss voters understand it differently this time? Only the ten percent or so who really follow politics will know... and they knew before.

Curious how this will end, sure some are better out than in, but the Swiss also do understand that this country is nothing without it's immigrants/expats.

A Tamedia poll already shows 55% no, and the no usually increases toward voting day so it's already starting in a bad position. Also immigration is slowing down which makes it bad timing. This time around the other side will also be more ready (it really wasn't in 2014) and the consequences are much clearer, the Bilaterals I being abolished due to the guillotine clause would hurt a lot of companies and all universities and research institutions already in the short term.
For the SVP it doesn't matter too much if they win or lose though, I think the main objective is publicity in preparation of the 2019 elections. Anyway it's not a bad thing, both the government and the EU will finally know what Switzerland really wants and it will calm the waters.

Whatever happens after Brexit I think it’s safe to say the U.K. won’t be “screwed” and certainly the U.K. will never be as “screwed” as the likes of Greece are by remaining in the EU.

And I think many Swiss realise that Switzerland has prospered despite the EU rather than because of it.

It's not as if Tom came to CH via free movement, so it's not ironic at all.
I got a B permit in 1994, I left school at 16 but had a necessary skill that was not available in CH, there really is no need for free movement to be written in law.

Agreed and it was the same for us. Husband has skills that can't be found in Switzerland so was able to get a permit back in 1998 well before Free Movement was enacted.

The EU arent helping things with the limiting of access to the stock markets for Switzerland, and I am not sure if Swiss are allowed on the Erasmus program yet. And they are making things harder for CH, in order to combat what they give to the UK on their exit.

This could cause a feeling well if we are being kept at arms length why not go all the way.

I hope not. I also hope that what ever mess UK create, freedom of movement remains. The EU should consider what is causing this nationalist feeling across the continent and what they can do to reverse it. Instead of sitting on their high horse claiming were 27 strong, you're fools to go it alone.

From an SVP perspective I can understand their motivation with this new initiative. The last motion was accepted democratically but diluted by the government (albeit with an EU gun to their head) to the point that the final implementation was not what was voted for. This new initiative leaves no room for interpretation.

After the last vote many of my Swiss friends who are mainly in their early 30s were incredulous that such an initiative had passed. The interesting part is that most of them do not vote. SVP is able to mobilise an army of voters and push this kind of initiative through.Why don't the no side also create hardline campaigns that show the potential outcome of such votes passing to encourage a greater turn out from the no side?

The younger Brits, however, cannot complain as they did not turn out to vote

There is a big difference between making choiceful decisions on who is allowed into the country, versus a free-for-all where anyone can come in.

People lived and worked and emigrated to live all over Europe long before FMOP - but they of course had to abide by local country laws and rules.
