New rules favouring Swiss based workers come into force 1st July 2018
 
"Switzerland is to launch new regulations on the advertising of vacant jobs in professions with high unemployment on July 1st.

The regulations are designed to give unemployed people in Switzerland the first bite of the cherry when it comes to some vacant positions.

Under the rules, firms will be legally required to advertise open positions in occupations with high unemployment via regional unemployment (RAV/ORP) offices for five working days before they are advertised publicly.

The so-called ‘job registration requirement’ will initially affect occupations with an unemployment level of 8 percent and over. As of 2020, that figure will drop to 5 percent.

There are 19 occupations currently affected including warehouse workers, kitchen staff and marketing professionals, among others.

Vacancies for these occupations will have to be published exclusively on an online portal that can only be accessed by people officially registered as unemployed in Switzerland."

When I first applied for my job in Switzerland, I was told that they needed to first show proof that they looked in Switzerland, and then in the EU before they accepted anyone else. This new rule doesn't seem that different.

That is because you were non-EU, nothing changes for that, what changes is that for jobs with high unemployed numbers they now first need to check inside Switzerland before they can hire in the EU.

However as Tom said it is rubbish, if those Swiss-based people wanted those jobs they could have gotten them already due to the high number of vacant jobs in those positions, so it is for jobs that hardly anybody here seems to want.

In the past, we once made the mistake of advertising a job on the RAV online job board. Unfortunatley, that leads to a mixed bag of pseudo-applications from people who do not want the job, but have to prove to their RAV officer that they have fulfilled the quota of applications that they must achieve in order to continue getting unemplyoment benefits. When so advertising becomes compulsory, it is going to add a lot of work for the recruiting officers of any business.

Having learnt from that deluge, when we recently needed to hire staff, we tried a different approach and phoned RAV to explain the post, the team, something of what we needed.

A very efficient RAV officer Got It Clearly. We exchanged a few mails, he pledged not to put the ad on their noticeboard, but to pre-select a handful of possible employees, to introduce only those who really wanted the job, and he sent us their cvs within the next few days. Most of them would have been potentially suitable, and we hired some almost immediately.

Since the freindly, helpful RAV officer had done all the work of matching the candidates to the job ad, and making an intelligent selection, and we just had to conduct the interviews, it was a smooth and economical recruiting process and altogether a very good experience!

So, in summary you get for free what a HR company would charge you dearly. :p

Yes, that's exactly what I thought. RAV = my free, state-funded, efficient, outsourced recruting agency.
It really is win-win-win. RAV gets to pay less since some people are back into working life, we had sooo much less work, and the employees are very happy to have the job. Oh, and another win: this route probably ends up costing all of us, as taxpayers, less money.
