My big question is how will they enforce it. If you're careful, and leave no evidence of you name or address, or anything that links to you, how will they fine you if you use a non taxed bag?

My dear wifes wants to put an enveloped addressed to the bernese couple we all dislike into an untaxed bag and then throw it away! She can be mean like that.
