Re: New laws in force on 1st January 2019

I didn't know the no washing/tumbling rule at lunch time was actually still valid until last year.

Then again, Solothurn and Aargau ....

They can't remove myths from English brains.

They did remove the no showers after 22.00h from the general rules though but that was a few years ago. A mate who works in estate management told me back then.

Though it is still rude to do it over the lunch period due to the noise.

The thinking behind the rule (it was usually woven into the house rules rather than "real law") was that the pipes in old builds sometimes ran past bedrooms further down the building. The pipes were old, there was little soundproofing so anyone flushing or bathing in the still of the night would wake the whole house up.

The rule may still exist here and there but it seems to be rare and mainly kept alive by wide-eyed noobs coming to the country and pouncing on all the weird and wonderful stories and urban myths passed onto them.

I always thought these rules were imposed by the house manager as agreed by the owners. I don't think they have any standing in law.

In our apartment block that rule still is valid

I'm sure it is, as it is in many apartments. If you're an owner you can ask for it to be changed and it will depend on if you need a majority or unanimity, but if a majority agrees then the house rules can be amended.

The other problem is enforcement. A couple from Berne wanted the no laundry rule after 10pm enforced. Not that anyone can hear the machines. Letters were sent out to all and ignored. They then insisted the administration take a lawyer (they really are very petty - but are the type that bring their rubbish down from Berne to save the rubbish tax on bags!) to go against the offenders, but were swiftly told by the other owners (who had to agree to a lawyer being taken against them) where to go!

If it is it's a private matter, meaning the police is unlikely to be of any help.

Actually they do. Or may, rather, subject to the issue.

Cleaning yourself can't be forbidden (usually) but if you do, you can't create unnecessary noise during the quiet times. Filling the bathtub can indeed be quite noisy for your neighbors, and it takes fairly long, unnecessarily long when compared to taking a shower.

Hence if you need to clean yourself after 10pm taking a shower is your only option your neighbors can't complain about.

Well, that ended around here on Tuesday, and even Lugano will be getting pay-for bags in June!

So, we will be doing six months of garbage tourism!

I'm still amazed people voted in favour of this in Lugano, but yes, you're right, it will hit us as well!

It being illegal was due to the electricity consumption spike in the old days.

They wash 24/7 here. The machines are not the problem but the constant stamping up and down the steal stairs and slamming of the cellar door is. They seem to check on the machines every 30 minutes and they have no problem doing that until 3 a.m. in the morning. It's only two families who do that - we call them the landlord's "Asozialenprojekt".

I'm the old fashioned type, I don't wash after 22.00 or on Sundays/holidays (got my own machine), don't hoover at lunch-time or Sundays/holidays .... although unlike my neighbours I knew within a week where my furnitures are and where the walls frame my flat (=I don't need to hit neither of them every few seconds).
I do shower when ever I want though, now that this has changed.

It's a pointless subject. When I first moved in here it was great. All one can hope is that the (newish) culprits move out again sooner rather than later.

My daughter works in Molino Nuovo, so can take a sack each morning!

Also, my wife's daughter lives in Pregassona, so she can take some trash when she goes there!

I wonder if they will start checking for trash at the border crossings.

It is based on federal law and a federal court decision. And cantonal law. Not much wiggle room for Lugano. Art. 2 and Art. 32a of the Environmental Protection Act https://www.admin.ch/opc/en/classifi...267/index.html

Dumping in Italy?

Jokes aside. I hate it and share your pain. I don't care about the 3chf per bag but I hate to stash the trash in the apartment for a week or more, it's a nightmare! Unfortunately I don't have a cellar, I would keep the bag-to-be-filled there. Oh yes, of course, the "reasonable" way is to pay for a bag everyday.
