I imagine they don't want people leaving their crap at the gate for the employees to have to discard appropriately when they open.
Though hardly user friendly when they are only open a couple of hours a week. Often stuff is dumped outside exactly for this reason.

My current commune has good openings hours. The others I would have to drop off on Saturdays. Is this really that difficult?

We have a small recycling area in our village that is not locked. It is part of a parking lot for apartments and a business. There are signs posted about the hours, but technically one could drive in and dump stuff any time since they can't very well block people from getting to their flats. The only things you can dump are glass, plastic, aluminum and clothes/shoes, so it's not a huge area where stuff piles up. All rubbish has to go in the designated bags and bins, and all paper/cardboard/large items have to be put out on the curb on designated days. We receive a calendar each year with dates of what goes out when.

Imagine you live nearby this recycling area and overzealous-cannot-wait-to-recycle(s) are coming to drop empty bottles and aluminium cans at 10 p.m. :-)

In an ideal world, people shouldn't need a fine so they could respect some common sense rules. In an ideal word..:-)
