When I reached the "scum of Bern" bit I half expected you to suggest to build the wall before Ticino instead of after.

They have also electrical fences to keep the trespassers out. Really makes your hair stand on end

They're to keep the cows in. An electric fence is no deterrent to a trespasser with two hands and the ability to keep his tongue in his mouth.
