corruption is a symptom of a dying city:Three city councilors summoned to police

Welcome to Geneva....

Three city councilors summoned to police
City of Geneva Their phones were seized as part of an investigation for breach of duty in the case of expense claims. More...

deepl.com is rather good.

"The three have been questioned as informants."

Therfor no charges have been raised (yet). And of course "innocent until found guilty" and all that.

If the city were corrupt, then the councilors would never have been summoned to the police.

Therefore Geneva isn't corrupt and isn't dying.
