Any decision to ban or limit the use of certain substances should be based on these. Not quackery.
Besides, plants, various monocellular organisms and animals synthetize chemicals all the time, including against pests, so the initiative is banning everything, in a strict interpretation. I can hardly believe someone who knows the first thing about scientific thought would want to put a confused text like this one in the constitution.
The government already regulates and measures increasingly more substances in the water sources. I can understand wanting a more prudential approach, but this is extreme, as the farmers say. | | | | | and you touching very swiss way of thinking.

there be 24-months consultations and how to implement what was voted
next we may have preemptive vote to change the outcome of the last vote - however since that is not possible - we will find another way of doing it like we done it the past.
Last - we live list of what the "pesticides are" wide open and remove items we really need from it (so could be still used).
That be each time going over nightmare administrative paths and discourage anyone .
We achieve ultimate goal where nobody is happy - and we all be happy of that outcome .
I do remember that discussion from decade ago where only alternative was GMO - which actually promotes pesticides - and would fall out of favour once voted Ya.
Ultimately all food would get more expensive for "that reason" ...
