That may be in the old days. There are people opting out of the military simply by saying they refuse to and would rather pay the taxes. The ones I know certainly did not get prosecuted.

Alright, now we get nearer to the point Truth is that
A) the criteria to get relieved are now such that I would NOT have done a single day of military service
B) the reduced size of the units in question mean that the military has at times too many people showing up, and so may accept excuses
C) but the last point, to say it again, is rubbish. You still cannot simply "opt out" as simply as that. True is that you however may find a way out speaking about "conscience" etc. Would it be so simple to "opt out" then the armed forces would not have enough soldiers, as simple as that.

So, those folks you spoke with may not exactly be liars in the actual sense of the word, but talking shit they are. They got out by using some tricks. Which I in a way accept, as I escaped from "post-military service" with some trick.
