you can park car on a PRIVATE parking space wthout plates but not on the street.
you say the "new" second car will cost less in insurance and road tax than the existing vehicle therefore it must be smaller engined. with wechselnummern you would continue to pay the higher rate of insurance and road tax on the bigger vehicle.taxsytems vary with cantons, my first car here (FR) is rated at 100% and the second at 40%.
in BE you seem to pay for the combined total loaded weight of both vehicles.
the "paperwork" costs for a new fzg. ausweis that you seem concerned about vary slightly with cantons but are not hundreds of francs, here in FR it's Fr.50.- and it used to be even less if it was a vehicle you had already had on the road in your name previously.
go figger the difference between 6 months insurance and tax on big car/small car plus monthly off road parking charges minus Fr.50 or a little bit more.

obviously money is no object if you'd prefer paying 3 months road tax and insurance to forking out the enormous sum they charge for storing the license plates for 3 months until you want to use them again.
