german plates, US driver caught speeding

Hmmm... have browsed the speeding fines threads and have not found my answer.
I live in Switzerland, have a girlfriend in Munich and a visiting relative from the US. The US relative was flashed going 100 in an 80 zone in the girlfriend's German registered car. I'm assuming the fine will go to her address in Germany. If she "doesn't know" who was driving the car, does she have to pay? If she identifies the culprit, would the Swiss actually bother going after the person in the US?

A number of years ago my CH boss lent her car to her nanny. The nanny proceeded to cross a solid white line at a traffic light. A 750chf fine and a 'suspension of licence' notice arrived for my boss (the owner of the car). The photos confirmed that my boss was not the driver. Therefore although the nanny was now back home in South America the fine still had to be paid by my boss. She however did not loose here licence.
