Nah that would be the 1500 Euro they eventually cough up for the right to drive in France again (in the court case as you pointed out)

But to someone with no intention of attending it would be indeed just an expensive fine.

I'd hate not to be able to drive in France, so for the sake of 40ish euros I'll probably cough up

And also note that they target -especially- foreign drivers.
Now with the new legislation, it will get worse...
