Obtain license plates for a car outside Switzerland

Hello.

Is it possible to register a car in Switzerland (Canton of Vaud) and obtain license plates for it, if the car is outside of Switzerland? (in an EU country)

Or is it mandatory that the car is present in Switzerland at the time of its registration?

Cars need to be brought to a local department of motor vehicles to be inspected before they can be issued plates.
