There is a EU bill on cross border motoring offences enforcement but its not been adopted by UK, some councils use a collection agency that send toothless scary letters to non uk reg owners spouting all sorts of acts but none are actually valid, they are designed to scare the unknowing into paying, just like private parking invoices.
there has to be a clear diffence between sending the fine or invioce and it actually being able to be enforced, they are very different and this applies very well to the "cross border collection agency" and priate parking invoices - uk only i must add.
have a look over on pepipoo, there have been some discussions about this.
but if things have changed very recently then the above is incorrect of course.

I thank this thread kindly for post received this morning.
Le French have fined moi voiture € 68 because I was driving at the earth shattering speed of 119 km/h in a 110 km/h freeway zone. It would have been the same fine all the way up to 129 km/h apparently.
Bless their tricoleur cotton socks; someone has to pay for their Libyan military campaign I guess, so I'll sleep better knowing that I might just have brought a little future peace and less suffering to some Northern Africans by sponsoring La République's death and destruction policy.

I say your company should take responsibility and pay the fine on behalf of this non-company person - especially since the police already has the company in their records and this could make it very embarrassing and inconvenient for an innocent driver getting caught in that car.
The company can then pass that fine on to the individual.
Terribly annoying to cross into France & get caught speeding - often when you don't even know you've crossed the border yet!

He parked illegally outside a pizza place in Zurich & after he had collected his pizza the police were waiting with a nice list of parking & speeding fines extending over 2 years - which he had to pay on the spot (they were kind enough to escort him to a bank machine).

I had a collegue, a grenzganger, who drove through the border in his girlfriend's car, which had various parking and speeding fines associated with it.
They essentially held him prisoner at the border until his girlfriend turned up with some cash.

You are right. I imagine she'd have left him there if she could have got the car back for free.
