My buddy move to the USA and left his car here. He is still registered and working as an expat in the states.

Due to greencard complications his application is not yet finished and he cannot leave the USA.

Would I be allowed if he send a passport copy and a letter of approval to bring in his plates and cancel registration? or does it need to be done in person?

You just need the grey card and the plates.

You can even mail them in.

Anyone can do it for another person, no problem.

Anyone can hand in any Fribourg plates to the cantonal traffic office in Bulle, Fribourg or Domdidier.

after receiving them the insurance cover stops. When your friend returns he can pay a fee, prove his insurance is valid again, and ask for the plates again.
