VAT on privately purchased used cars

Hi all. I tried a search on this, but got nothing.

I'm looking to purchase a used car from an individual. Is VAT required on this purchase? If so, where is it paid? Also, it is paid on the price of the car or the value of the car? If it's the value, who decides the value?

I am just starting to wade into the ocean of confusion that is purchasing a car here. This is probably the 1st of many posts. Next up: securing financing.

I'm not looking to lease. I would be securing a private loan then purchasing the car from the individual in one fell swoop.
