Swiss driving licence without an original UK one?

I recently had my handbag stolen with all my official documentation including my trusty old driving licence (UK).

I am officially resident in Switzerland and know I need to change to a swiss licence within 12 months. The www.SAN.VD.CH site tells me I need to provide my original licence.

I can't get a replacement because I need to provide 3 years of address in the UK and pretend I am resident there (not possible).

So, my question is: can I get a swiss driving licence with just a scan of the old one and a French Police report that details the theft of my old licence?

All input or ideas welcome.

Unlikely - the Swiss like the originals and correct documentation is a Swiss passion. Have you talked to the DVLC and explained the situation? They are usually helpful.
