What does this traffic sign mean?

Im just curious what this sign means since I hadn't this in Portugal

Starts with this red background

Following by this in green background

I usually see this in the Autobahn specially over and before bridges and entrance ways.

The symbol reminds me the "shovel" of a snowplow

Does it mean you're airbon at the moment?

Do not plough, then allowed to plough.

You'll find it where pushing a load of snow off the side of a road is bad, such as where another road or railway crosses underneath.

Thanks I knew it had to do somethings with snow ploughing but wasn't sure it what sense and since this only counts for service vehicles I couldn't find the meaning of it in the usual traffic signs index.

Not that the drivers pay any attention to the signs. A few winters back we were walking on a path and had just crossed under a bridge. All the sudden a massive wall of snow came barreling over thanks to a snow plow/plough. Good thing we were a few feet away and only got a dusting, otherwise we'd have been buried.
