There is indeed, if you are talking about fitting tires to rims. as opposed ot just swapping the winter wheels for the summer wheels.

Roughly speaking:

Put vehicle on lift, check underside of car/brakes for problems (his duty legally), remove/refit wheels: 30 min
Remove old tires from rims, mount and balance new tires: 15 min each.
Disposal cost, old tires: Appx 10 CHF for 4 tires

His effort: 1.5 hours + 10 CHF works out to 126.66 CHF/hour, which is not excessive.

He also missed out on his (marginal) markup on selling you the tires, and being able to charge you for storing them off season. Independent garages struggle to stay alive, they are (for the most part) not trying to rip you off. Incidentally, they usually don't make anything on the fuel sales from the pump in front of the shop.

Try this experiment: Call the microsoft helpline and ask them to guide you through installing Adobephotoshop for free, or call the bluewin helpdesk and ask them to guide you through installing Windows for free.
sorry but once the wheels are off the car, it shouldn't take an hour to remount and balance four tires if the garage has the proper equipment.
