That is a fairly strange answer for someone who claims to be a lawyer. You are in breach of the data protection laws by doing that.

Tit for tat is not a reason to break a law....

If you read one of my posts above, I saod that even the police told me to tale a photo of the person driving the escooter on the pavement, when i spoke to the police on the phone. Granted they dod not say to tale a video but taking a photo is tantamount. Besides, I don't care: the second I see someone driving an escooter on a pavement I will tale a video of them. And who knows, one day I might even post them all on the internet.

According to personal rights, nobody is allowed to be filmed without his consent. The right to privacy occurs when someone is at the center of a video. It is allowed to shoot in public space if people are not recognizable or it is clear that recordings were not made for the person.

So if one goes into Manor for example they have a camera filming. Did they ask my permission?

An escooter driving on the pavement straight at you is, not only illegal, but a criminal offence of that person has caused fear. It's common to assault under English law albeit without the mens rea. The actus reus is evident. Hence, taking avideo of them is not illegal under those circunstances and, yes it can be used as evidence in a Swiss court if it is a criminal offence.
