But as Tom said, they are registered under motorcycles, not cars.

What is the OPs goal? To create something that wouldn't need to be registered as a car, no? He said nothing about who would be able to drive it.

Do come away from any arcane English definitions of automotive vehicles:

In Switzerland the rules is quite simply: If it has a motor is a motor vehicle. To use a motor vehicle on public roads (a side walk is a part of a road) it must conform with all regulations.
This is defined in Art. 6 and 7 Swiss traffic code https://www.admin.ch/opc/de/classifi.../index.html#a7

The definitions of all road vehicles (also of those w/o a motor) and what regulations apply to them can be found in the already linked VTS https://www.admin.ch/opc/de/classifi...165/index.html

Anything not defined is not admissible and can only be used on private property.

As the so called "hoover boards" are either not defined (if one wheeled) in the VTS or do not have all the needed features (such as brakes) you can not use them on public roads (which again includes the side walk).
