Cross Border Car Hire Clarity?

I've read several threads here, on other forums, and one some car hire company websites, and can't seem to get clarity of this...

I've always known about booking car hire on the 'right' side of the border at Geneva and Basel airports. My question is...

If an EU passport holder, who holds a Swiss residency permit and a Swiss driving licence, wants to hire a car to drive over the border, do they need to hire a car with Swiss or EU plates?

Actually, it must be Swiss if you are planning to drive it to Switzerland, otherwise doesn't count.
