This is outdated. Going by the URI it's from 2016 whereas the ordinance changed as per January 2017.

The current Ordnungsbussenverordnung (search for "303.") also disagrees with your link. Here's the current chart by the Cantonal police St.Gallen:

Really? I'm sure there have been cases reported where they have done so. You sound very certain, so I could be thinking of non-Swiss occurrences, but what are you basing this on?
The owner of the vehicle is responsible if they do not pass the driver details on. Which the rental agencies do - and charge for it - CHF 48 in the case of Hertz. If the driver ignores the fine, and there is no reciprocal arrangement, next time they enter Switzerland they will be held and made to pay.

What I'm not sure of, is what happens if they enter say, Germany, from a non Schengen country, will the fine be flagged at immigration?

How does it disagree?

For OBV cases my link points back to the OBV. And your nice table only covers OBV. But we are talking about beyond the OBV a.k.a. price list. 31 km/h over is on any road no longer covered by the OBV. Or as your table says a case of "Anzeige bei der Staatsanwaltschaft" or in English, citation at the state attorney. Thus, if you want to know what the measure will be applied you have to ask the state attorney.

Back to my link. It is hosted by the SSK/CPS, or in full name by the Schweizerische Staatsanwälte-Konferenz SSK/Conférence des procureurs de Suisse CPS. Or in English "Conference of the Swiss State attorneys". The conference publishes sentencing guidelines, the one I linked to.

Some cantons have their own guidelines. But they follow in case of speeding mostly the one from the SSK/CPS

thanks for the link to the table of fines which I'd never seen before.. only read the thread because I got a 250chf fine today (+13 in a 'built up area')

never had anything like that in 16 years... (had plenty of fines on the motorways)

i'll be much, much more careful 'in town' from now on

Was it a 30kph zone? It's really hard to keep to 30, even my auto speed control thing doesn't work that low. I got flashed yesterday doing 37 but i think they allow 5kph so the fine should not be to bad. I hope!!

Not justifying them, but they did notice, even said it out loud, and started slowing down.

Anyway well deserved.

I am still laughing at how all the fanboys' comments bellow "feel for them" and hate on CH saying they are Nazis and never going to visit.

They moan about the fine and ban, but in the UK they would have been banned for a year, paid a big fine, and perhaps risked imprisonment. Someone I knew did 110mph on the motorway and got 3 months.

They were also lucky as a Swiss would also have faced a spell inside for that sort of speed!
