Check with your agency, they should have it for sure.
Why would they?

Now I'm 99% sure this was my neighbor since his car was parked there as usually at 20:00 yesterday and my car was by then unscratched. Also the scratch has his car's color mark.
[..]

Edit: His car isn't there. He scratched mine while leaving.
Careful, you don't know for sure.

Report the incident to your insurance. Request the contact details of the Nationale Garantiefonds (NGF) if it isn't covered and the damage is worth it. The NGF cover damages where the culprit is unknown or the damage isn't covered by some insurance. This will require a police report, there's a 1k deductible but IIRC any payments won't affect your insurance contract or bonus. So reporting to the NGF won't make sense unless the actual damage is significantly above 1k.

The police will take a scratch (literally, at least in my case) both of your car's coloring (any spot will do including interior areas) and of the areas where yours was hit.

Re: My neighbor scratched my car

Update (for curious ones): Yesterday I've left a note for my neighbor requesting him to contact me asap. He came by later that evening and we had a friendly discussion but it wasn't him. His car didn't had any mark.

We came to the conclusion that in the timegap between him leaving and me arriving at my car, there must been another car using his spot to make a turn around. We actually found remains of a tail light.

So now I'm chasing a ghost. Good news is that the scratch aren't deep. I will polish them by myself first.

Re: My neighbor scratched my car

Do you have parking damage (Parkschaden) insurance as part of your car's insurance (assuming you have comprehensive (Vollkasko) cover)? If so, when the culprit is unknown, you can claim on your own insurance with no deductible and no impact on your no claims discount. I'm entitled to two cost-free claims for parking damage per year, per car! (I've always found that very generous.)
