140 on the speedo will be probably somewhere between 130 and 135 real. Then they will take between 3 and 6km/h off for error in the measurement of the machine so worst case if you were reading 140 is that you get a ticket for 132km/h (12 over) or best case 124km/h so only about 4 over.
Sorry but... To my knowledge, No. The 6km/h they take off the measurement is because it is inaccurate, so they maybe measured 146km/h when you were driving 140. So the worst case is the actual speed which was driven. Fun: google maps now shows the speed you're driving

10% is a bit much I think. I never owned a car that had over 3% deviation.
My last BMW was out by less than 1%, I ended up with a couple of fines in ZH that I would have never got in my previous cars.

I always wear seatbelt and My friends and I were pretty sure i was driving on the right lane, less than 115 km/h, really strange..
