MFK/SAN Fine for missed appointment

I had to postpone my MFK/SAN appointment when my car broke down the weekend before the test was due.
I had to postpone it again when the replacement parts took longer than expected to arrive.
Even though I telephoned beforehand and wrote to them after they sent the bill, they are still saying that I must pay for the missed appointments.

Does anyone know if there is any way to appeal against this.
It dopes seem unfair that I am being penalised for events beyond my control.

You booked an appointment, they weren't able to use that time to work on someone else's car.

Isn't it a bit unfair that they get penalized because of your actions?

The can, and do.

Anyway, the rule is that you must reschedule the MFK at least a week in advance, or you have to pay.

Also, delay too many times and they will cancel your plates.

A cancellation must be given a full 5 working days (in Obwalden, this was) before the appointment in order to avoid paying for it. I got caught out one time by this, not realising that the 5 days does not include the day of the test or the day you send the cancellation.

Having realised this, I didn't cancel, but went along to the test anyway, knowing it would fail with a chipped windscreen. In the event there were a couple of other points to address too, so in the end I didn't lose out at all.

I can only assume that you did not give sufficient notice, so you need to pay. No appeal, unless you were ill, which clearly was not the case. It's not a "fine", by the way, just a fee.

You're allowed to miss or reschedule twice, IIRC - missing the third will make it illegal to use the vehicle.

But is OK for you to expect them to suffer the consequences of the problem even though itís beyond their control???

Administrative, at the very least. Possibly also a gap in which they can't be doing tests, especially if everyone else was punctual and no-one showed up early.

Although the government officials, right there, will not be poorer for getting a non-testing hour, it does expand the overheads (and delays) of the system as a whole.

Test is five minutes, one less hardly ruins their day, they just move on to the next.
