Well in reality the courts haven't prohibited the measure itself, only the possibility for authorities to fine those who don't have stickers. But as the Genevan authorities have always said they wouldn't start fining people before 31 March, the court has taken a decision which has no effect.
The court will have to take a decision on the base question, which is whether the Genevan cantonal authorities are competent to impose such a requirement. The complainants claim that this a federal competence, which I don't disagree with in principle. It doesn't make sense for 26 cantonal authorities to come up with each with their own solutions.
However, the Federal Authorities have also required the cantons to do something (not specifying what) to deal with high levels of pollution and the failure of the Federal Authorities to do anything (under the pay of lobbyists), provoked the Genevan authorities to take their own measures. One can also see that the proposed Genevan solution is at least aimed at French commuters as it's a solution with which they are familar.

Well, in principle Léman Express should be exactly that "something", at least on the side of transportation (heating and industry are indipendent sources of pollution).

But then, there are already French politicians speaking of new motorways along the lake, what could Federal Authorities possibly do against them? Unfortunately air respects no borders.
