Maybe take it up with your credit card company as I guess the money was taken from that.


Some hirers use fake damage as their business model, namely Green Motion. They're allowed to charge a book-cost for each piece of damage based on a single repair cost for each piece but not actually ever have the car repaired so if a panel is dinged 10 times they claim for 10x full panel repairs with no betterment deductions. When you return the car they know exactly where to look, or not even look, because they know the damage was already there.

The paper you were presented/sent will either be a "Rechnung" or a "KostenVoranschlag". Of course with a date after your hire. A Rechnung (a bill or invoice for actual work done) is different from a KostenVoranschlag (a binding estimate for the repair cost, but no actual work done). Unless it's a bill (for work done) there's no reason to assume that the dent got repaired.

A few years ago someone hit my car while it was parked in front of my garage. I got such an estimate (a "Kostenvoranschlag") by my garage, presented it to the culprit and collected the estimated cost of ~2k. However I never had the car repaired, just a minimal cover-up at a very small cost so it wouldn't rust. This perfectly fine as the ~2k pay for the damage, for the value reduction caused by the dent, not for the repair.

A Kostenvoranschlag doesn't preclude fraud entirely. At least in theory they could present the same paper (e.g. with updated date, whether it's a bill or a Kostenvoranschlag) over and over again, without ever getting the repair done. However without additional evidence, at least pictures taken before your hire or another customer with the same experience, there's not really a reason to suspect such.
