It's not, but the penalty can be up to 4x the unpaid VAT and duty, plus the VAT and duty, so 60% of the value.

Or potentially no permit and no right to reside in Switzerland - misusing visitor rights is a big no-no, you can't just say "I cheated the dates a bit but please let me stay".
