Silly question time - what does AT stand for?

Was in Bern yesterday and saw in the car park a licence plate starting with AT. It looked like a CD plate, but there was no CD on it anywhere. Hubby thought it might be an attaché's car, but I'm not sure. We see CD plated cars quite often, but never seen an AT one. Anyone know?

AT attaché and belongs to a (honorary) consulate

CD is Corps Diplomatique (embassy)
