Is it when it was yellow alert ? That's full lockdown, not gray area like 24hrs free stay vs non 24hrs stay.

Plus Italy never really checked things on numerous of unmanned crossings.

Lombardia was still yellow when they opened to negative test and self declaration, and later dPLF and negative test (or vax) for stays over 48 hours or from more than 60km.

They never stop TI or IT plates anyway, so never had to do anything.

Here(FAQ) and here/table and here(all 50 pages) is the new regulation in German language.

Hopefully, the English version will be published soon.
