WTF? It does not matter where you service your car. What does matter is that it does not pose a security risk. They don't check if your air filter is bad, or you have to change engine oil and a few gaskets. No. They don't care about that.
What they care is the critical issues which might make your car unsafe for other riders on the road. They check:
1. car frame (rusted or not)
2. suspension (well working, damages in ressours)
3. tyres (good quality, no damages)
4. speedometer (if it shows proper speed and error is only in lower direction) 5. CO level (to ensure greenpiece is satisfied)
6. tunning things (wider tyres, "unsafe new elements", etc)
7. breaks (but not looking at pads, but by measuring the distance it takes to stop)
So, you normally can service your car anywhere you want, it just has to be generally OK in terms of security.
