Half-Fare card with add-on

I have searched and can't find anything about this!

http://mct.sbb.ch/mct/en/reisemarkt/...satzkarten.htm

So on this site it says

"And if young adults aged up to 25 have both a Half-Fare travelcard and Track 7, they travel throughout Switzerland free of charge."

So does that mean if I have a Half-Fare card plus a track 7 that is equal to a GA card basically?

It really doesn't make sense to me because that would be about a 10th of the price of a GA card
