Interesting car situation; car on Zurich tourist plates

Have found a car for sale in the UK that is on Swiss Tourist plates. The owner did this because it allows you to not pay the VAT.

Now, I have all the registration documents (the brown card that has all the details of the car on it) but wondering what the process would be for bringing the car back into Switzerland?

I know I would need to pay the VAT (but presumably not the import duty because it was never exported?) but then what would the process be for getting new plates? Just the same as any other car?

Also, what would the insurance situation be? Forgive all the questions but my knowledge of Swiss motoring laws is not great!

For starters the plates are for the driver not the car and when the plates are no longer valid (after import) they have to be returned to Switzerland. I wonder is it even legal to buy/sell this car?

Why would it not be legal to sell the car?

My thought would be that if it's not legitimately registered/imported/exported then driving it around would be illegal...

it would also be illegal to buy/sell as the person is making a false statement about the car being 'roadworthy' or similar...false advertising...

the buyer is also going to liable to pay some tax somewhere, unless the car is really really cheap it sounds like too much of a headache

Well the car was originally purchased from here:

http://www.swissplates.com/

And the number plates appear to be up to date (and all the details match the reg document/car plate).

So let's assume the car is legal, what would the next step be? Would I apply for plates before purchase? Again, forgive me if these seem like simple questions but have never bought a Swiss car before. I assume as plates are for the person and not the car that you can hold a number plate but not actually own a car yet?

The car is cheap enough (by 30k CHF) to justify the tax/hassle.
