Independent garage near Basel?

A friend has been quoted CHF 2000- to replace the timing belt in her 1999 VW Beetle TDI. This seems very expensive, even by Swiss standards.

I wonder if anyone knew an independent garage near Basel (either in France or Germany) where she might get the work done more reasonably? My gut tells me that parts should be about CHF 150- and about 4-5 hours labour?
