Traffic violation photo = fine to the car owner?

There is a garage just on entering Pully from the west. Some of their customers love to park in the second row, just on the bicycle path. Sometimes it is a tuned piece of junk, or a Ferrari, does not matter.

Question:
Is there a procedure one can take a picture of the traffic rule violation and send the picture to the police?

I think a series of fines will change the habbits better than a lot of talking.

I live just behind the Garage de la Gare and yes, it's always crowded on the sidewalk with parked cars. Mind you, the police is just 2 meters away.

This is just an anecdote I heard from a friend, so take it as such. I've heard this is possible. He lived in an area with a 10m section of 1-way street. Naturally, people would drive the wrong way for that 10m as opposed to circling the block. There was an old lady that lived on his street near that section that was constantly watching traffic and would report it. The people would summarily get violations. I'm not sure what kind of evidence was required though.

hit it once with your bike, pref the ferrari, doubt they will park there again or that the garage will let them park there again
