That was the first attempt, now it got better. You simply start with the big and simple ones like TI, VS, GR, TG, SG - along the border. The you have the shapes in place for the ones in the center... trial and error the rest.

The moment you see "Russia" written on Texas you know that the economist is probably not a US publication...
