Covid quarantine - passing through regions

Hi,
sorry if this was asked before, couldn't find it - if we will travel through region by car that is listed as required to quarantine (ie Liguria in Italy, its quite a detour to avoid it on a way from further south) - how do Swiss authorities asses if we just crossed it ie on highway, spent some time there or were completely elsewhere within Italy?


It could be theoretically done ie from cell phone network data, but I would be surprised it governments cooperated on that level.


Or is it only based on hope for honesty from travelers?

The objective here is not to try and get around rules you are not happy with, but to reduce the spread of a deadly virus.

Of course they will depend on honesty.

But if they suspect you are being less than honest, all they need do is to insist you prove you did not stay in the infected area. If you canít then you isolate for 10 days.

You will have your credit card statements to start from.

Assuming that you live in Geneva, it should be very easy to avoid Liguria from further south in Italy. Unless you are in Lucca/Pisa but even then you can drive through a small corner of Liguria in 30 minutes or so without stopping.

If you are transiting (travelling through, without stopping, in less than 24 hours), you don't have to quarantine.

I don't even see the "without stopping" bit in your link. Please correct me if I'm wrong, but it looks like one could even spend the night as long as the stop is limited to less than 24 hours.

Holy crap, so if a region is put on the list, this de facto applies retroactively?

"Check the list that is valid on your entry into Switzerland. Were you in one of the countries or areas on the list at any point in the last 10 days before entry into Switzerland? If so, you are legally required to go into quarantine and report your arrival in Switzerland to the cantonal authorities. Follow the instructions under What to do after entering Switzerland."

So if we came back from the UK last Thursday and it doesn't go on the Swiss list until Monday do we need to quarantine? It wasn't on the list that was valid when we got back. As far as I can see the answer is no.

Reading this again, I think that is right. List valid in the moment of entry. So you could today still enter CH from UK without quarantine.

Yeah, the key words there are the list that was valid at the time of your entry. UK wasn't on that particular list on Thursday.

Correct. The 10-day retroactive period applies only if on the day you enter CH the region you are entering from is on the list.


So did you enter from Liguria on 27.09.2020 (it gets added on the 28.09.2020)? You do not need to quarantine.


Did you enter Switzerland on 28.09.2020, and you were in Liguria on 26.09.2020, but in Lombardia on 27.09.2020 and 28.09.2020? You still need to quarantine (the 10 day-retroactive period applies since you enter).


So if a country or region gets added to the quarantine list, you must ensure entry before the day it is effectively on the list.


So in the specific UK example (just to reiterate with exact days) you entered CH on 24.09.2020 which is well before the date mandatory quarantine for UK goes into effect on 28.09.2020).


And, to repeat it again, if you traveled on 24.09.2020 from UK (on list effective 28.09.2020) to Slovakia (not on the list at all) and entered CH on 28.09.2020, you would still need to quarantine.

Yes, I think you could take it that way...

Probably phrased like that to cover the case of, for example, someone who flies into ZRH on last flight Friday, with an onward flight Saturday afternoon, and stays the night in an airport hotel.

10 day rule:
I think I am correct in the theory that if I leave UK on 1st November, spend 10 days in Bavaria, Germany, enter Switzerland on 12th November, then I don't need to quarantine - assuming Bavaria is not added to list +- 10 days from the 12th November?
